No 413108, IFAD Impact Assessment Series from International Fund for Agricultural Development (IFAD)

Abstract: Nigeria’s Value Chain Development Programme (VCDP), implemented between 2013 and 2019 with IFAD support, aimed to strengthen smallholder participation in rice and cassava value chains, increase incomes and improve food security. The programme provided technical assistance, inputs, access to credit, infrastructure and market-linkage support, with a particular focus on women, youth and small-scale farmers. The impact assessment found that VCDP successfully increased the value of rice and cassava production, improved rice productivity, promoted the use of improved seeds and fertilizers, and reduced food insecurity. However, these gains did not translate into significant increases in crop income attributable to the programme, nor into stronger engagement with higher-value market actors. The study also highlighted the need to strengthen women’s empowerment and farmer organizations.
