No 413124, IFAD Impact Assessment Series from International Fund for Agricultural Development (IFAD)

Abstract: The Second Cordillera Highland Agricultural Resource Management Project (CHARMP2), implemented in the Philippines’ Cordillera Administrative Region from 2008 to 2021, aimed to improve the livelihoods of poor Indigenous communities through sustainable agriculture, agribusiness development, watershed management, rural infrastructure, and stronger land and food security. An impact assessment involving 2,000 households found that beneficiaries had greater access to training, loans, and project services, leading to higher incomes and productive assets. Crop income increased mainly through expanded cultivation and adoption of commercial crops, while positive spillover effects boosted livestock participation and income. Participants were more likely to engage in markets, experienced lower food insecurity and showed slightly better resilience to shocks. However, improvements in women’s empowerment were limited, highlighting the need for more gender-responsive interventions.
