Abstract:
The Char Development and Settlement Project (CDSP-IV), implemented between 2011 and 2024 (originally scheduled for completion in 2018), was designed to reduce poverty and hunger among the population living on newly accreted coastal chars, through improved and more secure sources of livelihoods. The project adopted a comprehensive package of interventions. Key activities included investments in embankments, dykes, drainage systems and social forestry to reduce erosion and protect against storms; construction of roads, markets, cyclone shelters, and water and sanitation facilities to enhance connectivity and resilience; land settlement and titling to secure household land rights; livelihood support through agricultural training, microfinance and non-farm income generation; and institutional development to strengthen local water management groups, farmer forums and social forestry groups. This impact assessment of CDSP-IV was conducted between December 2024 and February 2025 using a quantitative approach that combined household and community-level surveys.
