Abstract:
The Rural Socio-Economic Opportunities Program (POSER), launched in 2013 and extended to 2027, aims to improve the living conditions for poor rural populations across Cabo Verde’s seven non-tourist islands. The program promotes inclusive rural development through micro-projects, infrastructure investments and institutional strengthening. POSER was implemented in two phases. The first phase (2013–2017) financed 431 social and economic micro-projects to support small-scale agriculture, livestock and rural income generation. The second phase (2018–2023) focused on delivering 725 rural infrastructures, including irrigation systems, soil and water conservation works, and livestock facilities such as pens, piggeries and poultry units. These investments aim to boost crop productivity, expand livestock production and improve resilience to climate variability.
