Abstract:
The FORMAPROD programme (2013–2023) was designed to enhance agricultural productivity and increase incomes among rural youth aged 14 to 29 who were out of school and not in formal employment. Implemented in 14 regions of Madagascar, the programme supported the national strategy for rural and agricultural training by strengthening institutional frameworks, building and equipping 219 training centres, and delivering vocational training to over 105,000 youth across 292 municipalities. Through a phased implementation approach, FORMAPROD combined skills development with access to agricultural services, inputs and infrastructure, facilitating the adoption of improved practices and the development of youth-led enterprises along key agricultural value chains. This impact assessment was carried out in 2023 using a sequential mixed-method approach, drawing on both quantitative and qualitative primary data, with greater emphasis on quantitative analysis.
