Abstract:
The Rural Clustering and Transformation Project (RCTP), implemented in Montenegro from 2017 to 2023, aimed to improve the livelihoods of small-scale producers by fostering inclusive, market-oriented value chains. By focusing on high-potential sectors – livestock, cultivated berries and seed potatoes – the project supported smallholders and processors in overcoming key production and market constraints. It promoted stronger linkages across the value chain, connecting farmers with input suppliers, advisory services and buyers to enhance productivity and improve market access. To enable this transformation, the project invested in productive rural infrastructure such as water supply systems and roads, while also providing matching grants to encourage climate-smart practices and private investment. This impact assessment, conducted in 2023, covered participants and non-participants across seven municipalities, with a particular focus on those receiving both matching grants and infrastructure support.
