Cost-Benefit Analysis with Applications to Animal Health Programmes: Animal Health Programmes and Information Systems

Abstract: This report, which follows five earlier discussion papers on cost-benefit analysis (CBA) methods and their application to animal health programs, examines two applied areas of animal health economics in more detail. First, specific categories of costs and benefits of improved animal health are examined in more detail, with particular emphasis on foot-and­ mouth disease (FMD) and other major diseases in cattle, buffaloes, pigs and poultry in Thailand. Some of the information on disease costs and AHP benefits has been derived from audience surveys carried out during the Lampang workshop. Comment will also be provided on methods which may be used for modelling and estimation of benefits of improved animal health in cost-benefit analysis. The second purpose of this discussion paper is to examine the application of CBA to animal health information systems (AHIS).
