Economics and the Law Relating to Flexibility of Chemical Rates

Abstract: In New South Wales, farmers are legally prohibited from applying chemical rates less than specified on chemical labels. In some Australian states, advisors and consultants are prohibited from advising farmers to apply chemical rates which are below label rates. It is argued that these laws are not just environmentally unsound but that they can also reduce farmers' profits. Arguments in favor of chemical rate flexibility are presented. Current legislation in Australia is reviewed to identify areas in need of reform.
