Abstract: Agricultural biotechnology has become an issue of much debate in recent years. The establishment of standards for foods derived from biotechnology has become a Codex issue since the commercialization of geetically modified crops in the mid-1990s. One question of interest is whether the Codex is effective and efficient in achieving its purpose of developing consensus-based standards of safety and quality for food. The objective of this paper is to assess this question, particularly in regards to biotechnological applications to foods.
