Abstract: 財団法人関西社会経済研究所では、「たばこ税に関する調査研究」を実施、成果を発表いたしました。 尚、本研究に際しては抜本的税財政改革研究会（主査：関西大学経済学部教授 橋本恭之氏）の協力を得ています。 １．喫煙者５００人へのアンケートによるたばこ価格引き上げの影響に関する分析 ・たばこ小売価格が350円になった場合は約10%、500円になった場合は約42%、1000円では約83%の人が禁煙すると回答 ・喫煙者の48%が過去に禁煙を試み失敗、喫煙再開後の喫煙本数は「変わらず」が64.4%、 「減った」が20.3%、「増えた」は15.3% ・喫煙場所では、「勤務先等の喫煙場所」との回答が喫煙者の46.2%から寄せられた 「自宅のバルコニー等の戸外」で喫煙する「ホタル族」は高年収層に多い ・年収やこづかいと喫煙本数の関係では、高年収あるいはこづかいが多いほど喫煙本数が多い ２．たばこ税収入の推計 ・小売価格300円から350円の引き上げによるたばこ税の増収は1890億円から4050億円と推計される。喫煙者の1日あたりの喫煙本数は従来あまり変化がないとされるが、今回は値上げ幅が大きく減少の可能性がある 今回のアンケート結果にもとづき2.17本の減少を織り込んだケースで1890億円のたばこ税増収となる 1日あたり喫煙本数の減少がない場合は4050億円の増収となると推計される （参考：平成21年度のたばこ税収見込み、約2兆1000億円） ３．コメント ・税収確保の観点からは、たばこ価格引き上げの余地はあると判断される
