経済教室「東日本大震災から３年」バックグラウンドペーパー

Abstract: 筆者は２０１４年３月４日付け日本経済新聞に「（東日本大震災から３年（中））復興の遅れ、『基金』に制約」という論考（以下、新聞論考）を発表した。大西裕隆日本学術会議会長「（東日本大震災から３年（上））復興へ市町村連携・統合を」と姥浦道生東北大学准教授「（東日本大震災から３年（下）都市計画、総合的な調整を）との３連作の一部で、大震災の経済的課題について分析してほしいとの編集部の依頼に応じたものだった。 新聞論考では、災害からの復興を「被災地の持続的発展」と定義し、大災害から３年が経過した時点での経済的課題を、短期、中期、長期の視点から整理した。短期的課題としては、国の復興予算執行が滞っている問題、中期的には被災地域の地域GRPの持続的成長に必要な条件、長期的には人口変動の要因について取り上げた。 しかし、新聞という紙幅の制約から、それぞれの論点について十分に展開できなかったため、ここでは新聞論考のバックグラウンドとなった分析をやや詳しく紹介しておきたい。
