Demand constraints in a titling program in Uruguay

No 51, Documentos de Investigación from Universidad ORT Uruguay. Facultad de Administración y Ciencias Sociales

Abstract: In this paper we use data before and after the implementation of a titling program in Uruguay to evaluate the program demand constraints. The lack of understanding of the benefits of titling or how to apply to the program can be seen as demand constraints. We found that more educated household heads had higher probability of titling. Besides that, we find very few statistically significant differences between those that benefited from the program and those that did not that could be interpreted as demand constraints. The different degree of success among neighborhoods seems to be more associated with differences in the implementation of the program (supply side) than to demand constraints
