The effects of reforms in the professional services market

Abstract: In Italy, as in other advanced economies, regulated professions account for a significant share of total employment, particularly among the highly educated workforce. This paper examines the evolution of regulation in terms of both the number of professions requiring specific qualifications and the degree of restrictions imposed. It also analyses the key features of the labour market for regulated professions and the economic performance of firms in the professional services sector, which employ a substantial portion of professionals registered with professional bodies. Finally, the paper evaluates the impact of some reforms targeting professional services, especially those aimed at removing constraints on economic activity, such as allowing free price setting, advertising, and the use of corporate structures.
