Abstract: On January 1, 2005, the Multi-Fiber Agreement (MFA) on textiles and clothing came to an end. Many Cambodians worried that many garment factories would move to China or India. But the Cambodian textile and apparel industry survived the expiration of the MFA. This paper examines how that was accomplished. This paper was presented at the 17th International Cofnerence of the International Trade and Finance Association, Miami, Fl, May 2007.
