Are subways a factor of international attractiveness for cities?

Abstract: Attracting international capital flows and understanding their determinants are major challenges for public policy. The analysis of 140,000 foreign direct investment (FDI) projects carried out between 2003 and 2014 in 3,500 cities worldwide suggests that investing in subway transport infrastructures may be a means to attract more FDI. In this respect, the Grand Paris Express could therefore contribute to bolstering the international attractiveness of the French capital.

Attirer les flux internationaux de capitaux et comprendre leurs déterminants sont des enjeux majeurs de politique publique. L’analyse de 140 000 projets de localisation réalisés entre 2003 et 2014 dans 3 500 villes du monde suggère qu’investir dans les infrastructures de transport de métro peut être un moyen d’attirer davantage d’investissements directs étrangers. Le Grand Paris Express pourrait ainsi contribuer à asseoir l’attractivité internationale de la capitale française.
