Abstract: This inception report sets out the various steps planned in completing the study, which comprises a statistical review of poverty utilising the 1985/86 and 1993/94 Household Income and Expenditure Survey. The study will focus six special areas: Basic Education, Preventative Health, Labour Based Public Works, Destitute Policy, Financial Assistance Policy and Arable Lands Development Programme.
