Abstract: The evaluator offers two principal observations. First, constant discount rates of 4.0% or 4.3% are reasonable for monetary terms. Second, the report is too long and goes into many details to justify a rather imprecise exercise while overlooking critical questions GiveWell should address. The evaluator argues that if projects are evaluated across regions, there is no point in being concerned about 4.0% vs 4.3% because the appropriate rate for different regions likely differs by at least 0.3 percentage points.
