Financing Social Protection

Abstract: There has been much discussion and debate on the kind of institutions and policies that could best address poverty and vulnerability in developing countries. Financing has emerged as a key constraint on the extension of social protection. The paper considers the main sources, and key constraints, of the financing mix for social protection in developing countries, and especially low income countries among them. It argues that achieving an appropriate financing mix is essential to ensure the resources required are available. It is also important in strengthening the incentives for poverty and vulnerability reduction, and in reinforcing the legitimacy of social protection institutions and programmes.
