Comparing the Compensation of Federal and Private-Sector Employees, 2011 to 2015

Abstract: The difference between the compensation of federal workers and that of similar private-sector workers varied widely during the 2011–2015 period depending on employees’ educational attainment. The cost of total compensation for most federal workers was, on average, greater for most federal workers than for their private-sector counterparts, and that difference was larger for workers with less education. By contrast, compensation costs among workers with a professional degree or doctorate were lower, on average, for federal workers.
