Abstract:
State and local governments own much of the nation’s transportation and water infrastructure, such as highways, mass transit systems, airports, and water treatment systems. The federal government helps states and localities finance investments in such infrastructure through tax-exempt bonds, tax credit bonds, state revolving funds and infrastructure banks, and direct federal credit programs.
