An Analysis of the Navy's Fiscal Year 2019 Shipbuilding Plan

Abstract:
Every year, the Navy submits a report that describes the planned inventory, purchases, deliveries, and retirements of the ships in its fleet for the next 30 years. The 2019 shipbuilding plan calls for expanding the fleet to 355 battle force ships. CBO estimates that the plan would cost an average of $28.9 billion per year (in 2018 dollars) over 30 years—or 80 percent more than the $15.8 billion the Navy has received, on average, in annual appropriations in recent decades. CBO’s estimate of the cost of the plan is higher than the Navy’s.
