An Analysis of the Navy’s December 2020 Shipbuilding Plan

Abstract:
The Navy submits an annual report that describes the planned inventory, purchases, deliveries, and retirements of the ships in its fleet for the next three decades. CBO estimates that the Navy’s December 2020 shipbuilding plan would cost about $34 billion per year (in 2021 dollars) over 30 years. That would be more than double what has been appropriated, on average, over the past 30 years and 24 percent more than average annual appropriations during the Cold War. The Navy’s fleet would grow from 297 manned ships today to nearly 400 in 2038.
