Abstract:
During the COVID-19 pandemic, lawmakers enacted legislation to stabilize the airline industry in response to a sharp and widespread decline in air travel. That legislation authorized the Treasury to provide broad-based assistance through two programs: grants to support payrolls and a credit program to support air carriers, related businesses, and businesses critical to national security. The Treasury was given discretion in setting compensation for the government, which was subsidizing those grants and loans.
