The Navy's New Battleship Program: Costs and Implications for the Shipbuilding Industrial Base

Abstract: CBO estimates that it would cost about $275 billion (in 2026 dollars) to build 15 of the Navy's new nuclear-powered battleships through 2056. The first ship would cost about $23 billion, and the next 14 ships would average $18 billion.Under the 2027 shipbuilding plan, the average annual funding needed to buy surface combatants would rise from about $11 billion to $19 billion. By 2035, the plan would more than double the tonnage of large surface combatants that shipbuilders would need to produce, which could be a challenge for the shipbuilding industry.
