Abstract:
None of the current migration policy indicators is really relevant. Thus, we have created one to assess the openness of OECD’s countries migratory policy to migration from developing countries. This openness is measured by the difference between the observed migration flows and theoretical flows evaluated by structural determinants of migration. This method, called “econometric residual method” allows us to obtain an indicator of “revealed openness”.
