Abstract:
In 2004, The Center for Tobacco Policy Research (CTPR) partnered with Michigan and several other states to evaluate how unstable state financial climates were affecting state tobacco control funding reductions. Using both quantitative methodologies, information was collected from the eight state tobacco control programs on topics such as state financial and political climates, partner relationships, program capacity, and the effects of funding reductions on program implementation. This report provides an overview of project LEAP and summary highlights from the series of four reports presenting Michigan evaluation results.
