Japan’s Defense White Paper as a Tool for Promoting Defense Transparency

Yasushi Sukegawa

Institute on Global Conflict and Cooperation, Working Paper Series from Institute on Global Conflict and Cooperation, University of California

Abstract: This policy brief explains how Japan produces its annual defense white paper and how this publication and other defense reports promote transparency on Japan’s national defense. I outline the process of putting together the white paper and then suggest ways in which the process and the structure could be applied by other nations seeking to improve their defense transparency.
