Impactos da abertura comercial da agricultura sobre o desenvolvimento regional brasileiro

Abstract: This paper analyses the impacts of agricultural trade liberalization on the Brazilian regional development. Section 1 describes the main characteristics of the recent regional development in Brazil. Industrial decentralization emerges as the main inducing device to achieve a more balanced development between the Brazilian regions. However, this decentralization has been concentrated in some new industrial areas of the Southest and South. Section 2 assesses the possible impacts of trade reforms (GATT, MERCOSUL and liberalization policy) on the Brazilian agriculture. Finally, Section 3 analyses these impacts at the regional level. The major impact is on the South, which can have important costs in some cash crops but can also have benefits from its well strutured agroindust rial system. On the Southest the expected impact is moderate while the impact on the Centre-West depends on prospects of export growth, on the Northest is uncertain and on the North is minor. Este artigo analisa os possíveis impactos da abertura comercial da agricultura sobre o desenvolvimento regional brasileiro. A Seção 1 descreve as principais características do desenvolvimento regional no país, dando ênfase no processo de desconcentraçâo industrial, o qual, no entanto, Concentrou-se em algumas áreas indústriais do Sul-Sudeste. A Seção 2 avalia como as reformas do comércio agrícola (GATT, MERCOSUL e a política de liberalização) podem afetar a agricultura brasileira. Finalmente, a Seção 3 analisa estes impactos a nível regional, dando ênfase ao caráter desigual destes impactos sobre o desenvolvimento das agriculturas regionais.
