Abstract:
Brazil has experienced several advances in the development and consolidation of the public system since the creation of the Unified Health System (SUS) in 1988. The main policy implemented in the SUS related to primary health care is the Family Health Strategy (ESF), which prioritizes preventive care and health promotion to the detriment of the curative care present in the hospital-centered model. Despite many advances, there are still obstacles to the functioning of the health care network. In this perspective, the Pan American Health Organization (PAHO) proposed in 2013 the Laboratory for Innovation in Chronic Conditions - LIACC, which is a new model based on the Model of Attention to Chronic Conditions (MACC). PAHO introduced LIACC in Santo Antônio do Monte, a small municipality in Minas Gerais, to test the operation of this proposal. Thus, the objective of this research was to analyze the possible changes in the access and use of health services during the intervention of the LIACC. The results of the research concluded that the experience of Santo Antônio do Monte reveals that it is possible for small municipalities to establish a primary care network. The set of results presented throughout the research report is broad and allows identifying changes in the care process that favorably the implementation of MACC as an alternative form of organization of chronic care in SUS.
