Abstract:
Dr Lowe's paper was presented at a symposium organized under the auspices of the Suntory-Toyota International Centre for Economics and Related Disciplines on 15 May 1992 on the theme of the background to the San Francisco Treaty of 1951. Ambassador Chiba's paper is part of a series of lectures he gave to the School on the theme of Japanese Foreign Policy-making in March 1992 in his capacity as Visiting Centennial Professor (1992-4) attached to the Centre of International Studies at the School.
