Innovations en soins et services à domicile au Québec: barrières normatives et de gouvernance

Abstract: In March of 2022, the Government of Quebec has mandated the Commissioner of Health and Welfare (CHW) to “review the performance of Home Care Services (HCS), the effectiveness of such programs and their equity”. The CHW has mandated the CIRANO to conduct a study on these issues. In this report, the authors examine certain innovations in home care and services (SSAD) in Quebec in order to identify normative and governance barriers to their deployment and measure their costs and benefits. Potential solutions are proposed to maximize the deployment and sustainability of SSAD innovations in Quebec. En mars 2022, le gouvernement du Québec a mandaté la Commissaire à la santé et au bien-être (CSBE) pour « examiner la performance des services de soutien à domicile (SAD), l’efficacité des programmes et leur équité ». La CSBE a confié au CIRANO le mandat de mener une étude sur ces questions. Dans ce rapport, les auteurs se penchent sur certaines innovations en soins et services à domicile (SSAD) au Québec afin d’identifier les barrières normatives et de gouvernance à leur déploiement et de mesurer leurs coûts et bénéfices. Des pistes de solutions sont proposées pour maximiser le déploiement et la pérennisation des innovations SSAD au Québec.
