Abstract: Recent advances in the application of information and communication technologies (ICT) open up a wide range of possibilities for enhancing the value of information in organizations. Whatever the sector, organizations are expected to take advantage of new technologies. Far from being purely technological, this transformation is forcing organizations to rethink the way they do things. The complexity of the digital transformation of organizations raises many issues. In the healthcare sector, this complexity is characterized by, among other things, the large number of players from a variety of professions with different objectives, the challenges of information circulation, the existence of several types of establishments, facilities or units, and the spatial distribution of these organizations. One of the challenges posed by the transformation of these entities is to identify their state of progress towards digital organizations, and the levers for promoting it. How can we measure this status and define the way forward, while ensuring overall consistency? This report proposes a model for measuring the digital maturity of these organizations, based on the construction of a theory of change, in which the program to be transformed is the operation of healthcare establishments and facilities. The particularity of this model is that it's multidimensional, anchored in the organization's three levels of action (strategic, tactical and operational) and adaptable to the reality of the organization and its environment. This flexibility is designed to enable the organization to measure its digital maturity according to its reality (budgets, available skills, etc.), but always considering all levels of organizational action. Les progrès récents liés aux applications de technologies de l’information et de la communication offrent de nombreuses possibilités pour l’amélioration de la valorisation de l’information dans les organisations. Quel que soit le secteur, on attend des organisations qu’elles tirent profit des nouvelles technologies. Loin d’être uniquement technologique, cette transformation oblige les organisations à repenser leurs façons de faire. Par sa complexité, la transformation vers le numérique des organisations soulève de nombreux enjeux. En santé, cette complexité se démarque entre autres par les nombreux acteurs issus de professions aux objectifs variés, les défis de circulation de l’information, l’existence de plusieurs types d’établissements, installations ou unités ou encore par la distribution spatiale de ces organisations. Un des défis que pose la transformation de ces entités est de connaître leur état d’avancement vers des organisations numériques et les leviers pour la promouvoir. Comment mesurer cet état et définir la marche à suivre en assurant la cohérence d’ensemble? Ce rapport propose un modèle permettant de mesurer la maturité numérique de ces organisations en se basant sur la construction d’une théorie du changement, dans laquelle le programme à transformer est le fonctionnement des établissements et des installations en santé. La particularité de ce modèle est qu’il est multidimensionnel, ancré dans les trois niveaux d’action de l’organisation (stratégique, tactique et opérationnel) et adaptable selon la réalité de l’organisation et de son environnement. Cette flexibilité vise à permettre à l’organisation de mesurer sa maturité numérique en tenant compte de sa réalité (budgets, compétences disponibles, etc.), mais toujours en considérant tous les niveaux de l’action organisationnelle.
