L’inadéquation entre l'offre et la demande sur le marché du travail au Québec

Abstract: In Quebec, the unemployment rate has recently begun to rise and reached 6.3% in June 2025. When the labour market deteriorates, political discourse tends to focus on mismatch as one of the possible explanations. A mismatch can occur when job seekers are concentrated mainly in sectors of the labour market—such as certain industries—where the probability of finding employment is low. In some sectors, the chances of finding a job may be limited because there are relatively few positions open from employers, or because it is difficult to align candidates’ skills with employers’ needs. Mismatch reduces the probability of finding a job and increases the unemployment rate. In the report, the authors analyze the mismatch between job seekers and vacant positions in Quebec from 2016 to 2024. Their findings suggest that mismatch in Quebec increased over the period. However, this increase is small compared with the overall unemployment rate. A significant share of the rise in mismatch comes from the growing proportion of job vacancies in the health and social services sector, while the number of job seekers has not increased in a comparable way in this sector. Au Québec, le taux de chômage a récemment commencé à augmenter pour atteindre 6,3 % en juin 2025. Lorsque le marché du travail se détériore, le discours politique a tendance à se focaliser sur l’inadéquation comme l’une des explications possibles. Une inadéquation peut apparaître lorsque les demandeurs d’emploi se retrouvent majoritairement dans des secteurs du marché du travail, comme certains secteurs d’activité, où la probabilité de trouver un emploi est faible. Les chances de trouver un emploi peuvent être limitées en raison d’un nombre réduit de postes offerts par les employeurs de ce secteur d’activités ou d’une difficulté à harmoniser les compétences des candidats avec les besoins des employeurs. L’inadéquation réduit la probabilité de trouver un emploi et augmente le taux de chômage. Dans ce rapport, les auteurs analysent l’inadéquation entre les demandeurs d’emploi et les postes vacants au Québec de 2016 à 2024. Leurs conclusions suggèrent que l’inadéquation au Québec a augmenté au cours de cette période. Toutefois, cette augmentation est faible comparativement au taux de chômage global. Une part importante de la hausse de l’inadéquation provient de l’augmentation de la proportion des postes à pourvoir dans le domaine de la santé et des services sociaux, alors que le nombre de demandeurs d’emploi n’augmente pas de manière comparable dans ce secteur.
