Abstract: Mexico has faced for the last thirty years a problem of low economic growth, between 1982 and 2010 the economy grew by 2.1 percent annual average, away from the growth potential that has in terms of its population, natural resources and advantages of geographic location. In the scientific literature several explanations have been proposed to this problem, one of the most important is the sectorial, according to which, the low total output growth is a result of a slowdown in the rate of production and productivity in manufacturing. Because of this, the paper reviews the position taken by federal authorities in relation to the industry in recent years, discusses their inefficient attitude, particularly overconfidence on market mechanisms and trade openness. Based on the review and recognition of the new international operating in the manufacturing sector, we make some recommendations to establish an active industrial policy as basic strategy of growth and job creation.
