Abstract:
Under the new global economic context it is necessary to analyze, either in the national or the regional domain, the coexistence of acceptable levels of development and, at the same time, worrying poverty conditions of broad groups of people. Mexico reflects this paradoxical situation. Despite the ongoing liberalization process, some Mexican states or regions continue to have, in the current time as in past decades, high levels of poverty and low rates of development. In the case of Mexico, it was observed an inverse relation, based on HDI and FGT indexes, between development and poverty. Therefore, the next step of the analysis is to review the future of pro-development public policy, considering a new social model.
