Abstract: In February 2018, Bogotá perceived a huge change in the trash collection system of solids wastes, evolving from a public-concentrated model –with the notable dominance of Aguas de Bogotá (AB)- to a market-controlled system ruled by private companies at the change of the city´s administration. This situation was stained by a series of negligence acts, public partialism, corruption scandals and millionaire’s sanctions. For this reason, the text presents the dualism between outgoing populism and coming monopolization. This paper aims to present the differences between the diagrams plans of trash collection in Bogotá, having as innate axel, the technical and social conditions of the companies involved including the harming against the population, these people was affected terribly in terms of public health, because the accumulation of organic and inorganic reminders and the presence of different plagues and strong odors to provide from the bureaucratic and administrative inefficiencies reflected heavily on 12th February 2018. This purpose has been build considering journal articles from the public opinion and general press that give to this paper the necessary argumentation quotes to explain the phenomenon addressed, also this work count with official details from the agents directly engaged to this theme.
