Abstract: President César Gaviria took advantage of the War on Drugs to gain trade concessions and financial aid from the United States. However, U.S. government officials had reservations about Gaviria's commitment against drug traffickers; they were also worried about serious human rights violations. Ironically the new Constitution of 1991 (that replaced the old Conservative Constitution of 1886) came along with high levels of state repression and which was denounced by Human Rights organizations. The war against drugs was also a smoke screen to hide the repression of armed subversion and civilian opposition.
