Educación superior pública y presupuesto nacional: fondos de un proyecto de reforma

Abstract: The government of President Santos has issued a proposal to reform the higher education system in Colombia. This article examines the likely effects of the proposal on the budgetary contributions of the national government to public universities by means of a simulation exercise. One of the main conclusions of the article is that the reform proposal, similar in this regard to the existing law, would restrict the possibilities of public universities to benefit in budgetary terms from productivity growth in the Colombian economy.
