Abstract:
In the Colombia of today, there seems to be relatively broad agreement on the need to reform the institutional framework for higher education. There are signs of particular dissatisfaction with the role played by the national government budget in the financing of public universities. But what features should a good reform in this area have? This article outlines a financing scheme for public universities alternative to the one embodied in Law 30 of 1992, which is currently in effect, and the one contained in the failed reform proposal of the Santos administration, submitted to Congress in 2011. Such alternative financing scheme is built around the role of the national budget and aims to make it viable for public universities to contribute to the increase of coverage in good quality higher education.
