Abstract: The public policy of the Potable Water and Basic Sanitation Sector (PWPS) in Colombia has a very specific expiression through the provision of domiciliary public water and sewerage services. From this provision, both the quality, coverage and continuity of access to drinking water, as well as the disposal of wastewater are materialized directly by the population. This document seeks to understand the evolution of this sector, taking as a reference the main indicators that measure the provision of the service. It also reviews the conditions of its financing and the efficiency of public resources. Finally, it proposes specific proposals on structural aspects that should guide the policy, in order to achieve greater efficiency of public financing in the perspective of universal services and the achievement of the goals of the Sustainable Development Goals (SDGs).
