No obstante, se debo resaltar que este estudio responde especialmente, a la inquietud del Gobierno Nacional, de algunas entidades internacionales y Estados vecinos, de establecer cuál y cómo es el modelo de intervención de ReSA, con el ánimo de brindar esta experiencia, como un modelo a seguir en otros países latinoamericanos. El modelo de intervención Red de Seguridad Alimentaria -ReSA-, analizado por FEDESARROLLO, demuestra su aplicación en la primera fase del proceso de transformación de la agricultura, propuesto por Timmer (Staatzan y Eicher, 1988) el cual describe eventos donde se carece de procesos vigorosos de desarrollo y crecimiento y donde los costos de los factores productivos, especialmente la mano de obra y la tierra son bajos. Descripción que encaja en la economía rural de los pequenos productores agropecuarios de Latinoamérica. Por lo anterior, Acción Social de la Presidencia de la República de Colombia pone a disposición el modelo ReSA para aquellos países que consideren les puede ser útil, de manera que, ajustados a las características socioeconómicas de cada región, ayuden a lograr por parte de nuestros países la meta propuesta por la iniciativa de América Latina y el Caribe Sin Hambre -ALCSH- de lograr erradicar totalmente el hambre en Latinoamérica antes del 2019 por lo útiles que pueden resultar.” “This document is part of a series of studies of the Programa Red de Seguridad Alimentarla -ReSA-, sponsored by the Presidential Agency for Social Action and International Cooperation (in Spanish, Agencia Presidencial para la Accion Social y la Cooperación Internacional -ACCION SOCIAL-), in order to evaluate the different impacts of the program. Notwithstanding, I must emphasize that this study especially responds to the interest of the National Government, of certain international entities and neighboring countries, in establishing the characteristics of the RSA intervention model and the way it works, in order to grant this experience as a model to be followed by other Latin American countries. The Red de Seguridad Alimentaria -ResA- intervention model, analyzed by the -Foundation for Superior Education and Development (in Spanish, Fundación Para la Educación Superior y el Desarrollo -FEDESARROLLO-), shows its application in the first phase of the agricultural transformation process, proposed by Timmer (Staatzan and Eicher, 1988) which describes events lacking vigorous development and growth processes and where the costs of productive factors, especially labor and land, are low. This description fits properly into the rural economy of the small agricultural producers in Latin America.
