¿Qué aspectos de la gestión pública territorial fortalecer para mejorar los resultados para la infancia en Colombia?

Abstract: El presente estudio indaga por la posible relación entre el logro municipal en materia de garantía de derechos de infancia y adolescencia y diferentes componentes de la gestión pública territorial. No se encontraron en la literatura estudios específicos que analicen la relación entre estas variables. Se utilizó una metodología mixta que combinó métodos cuantitativos y cualitativos de investigación. Los primeros permitieron valorar estadísticamente la existencia de la relación. Los segundos permitieron caracterizar la gestión pública de dos municipios que presentaron resultados extremos, uno muy superior y otro muy inferior, a lo esperado para sus características socioeconómicas y demográficas. Los resultados cuantitativos no son concluyentes; de las variables de gestión pública territorial indagadas, solo el desempeno fiscal, con un 95% de confianza, se relaciona con el logro en la garantía de los derechos de las personas menores de 18 anos de edad, medido a través del Índice de Calidad de Vida de la Infancia – ICVI. La hipótesis más plausible sobre la falta de relación entre las variables de gestión pública territorial y el ICVI es lo reciente de muchos de los procesos de gestión pública analizados en el presente estudio, lo que implica que el tiempo para impactar los resultados para la ninez no ha sido suficiente. Las principales diferencias entre los municipios analizados tienen relación con la dinámica económica, la disponibilidad de recursos y la efectividad de los mecanismos de control. La conclusión general indica que saber qué hacer (competencias), tener cómo (autonomía) y con qué hacerlo (recursos), y vigilar que se cumpla (control), a través de una organización y acción integral y fortalecida del Estado en los territorios, contribuirá al mejoramiento de las condiciones de vida de la infancia en Colombia. ****** This study is looking for the possible relation between the achievement of municipal assurance regarding to child and adolescent rights, and different elements of territorial governance. There were no specific studies in the literature that analyzed the relationship between these variables. We used a mixed methodology that combined quantitative and qualitative methods of research. The first, allowed the statistical evaluation of the existence of the relationship. The last, allowed characterizing the governance of two municipalities that presented extreme results, one of them upper and the other one lower than expected according to their socio-economic and demographic characteristics. Quantitative results are inconclusive, and indicate that from the territorial governance variables being investigated, only fiscal performance, with 95% confidence is related to achievement in guaranteeing the rights of people under 18 years old, measured by the Index for Quality of Life for Children – (ICVI for the Spanish acronym), which may have happened due to recent management processes incorporated into the measurement. The main differences between the municipalities analyzed, are related to economic dynamics, availability of resources and the effectiveness of control mechanisms. The overall conclusion indicates that knowing what to do (skills), having how (autonomy) and with what to do it (resources), and monitor compliance (control), through a strengthening of the state in the territories, will contribute to the improvement of the living conditions of children in Colombia.
