Abstract:
This paper presents a survey of the theoretical literature devoted to the effect of mobility on redistribution within a two-level-jurisdiction setting consisting of a central government and number of regional ones. The mobility of capital and labor is considered. We look at the effect of mobility on capacity of regional governments to effect redistribution within their respective juridiction, and at the role of the central government at fostering redistribution both within and between regions.
