Réforme agraire et démagogie électorale au Zimbabwe

Abstract: (English) Twenty years after Independence, the land question is still an urgent unresolved issue in Zimbabwe. The government launched the land reform after 1980 and led an active policy in favour of the rural areas. But the land reform programme slowed down considerably in the second half of the eighties, and again during the last decade when the government adopted a structural adjustment policy. In this context, the new phase of the land reform programme, which was launched in 1997 under political pressure, started off badly. Presently, it suffers from a lack of funding and a proper strategy. It might therefore worsen the economic crisis and increase poverty, without reducing the land inequalities. _________________________________ (français) Après vingt ans d’indépendance, la question foncière se pose avec toujours autant d’acuité au Zimbabwe. Le gouvernement avait lancé la réforme agraire dès 1980, tout en pratiquant plus généralement une politique très favorable aux zones rurales. L’essoufflement rapide du programme de réforme agraire à partir du milieu des années quatre-vingts a été confirmé au début de la dernière décennie lors de l’adoption d’une politique d’ajustement structurel. Dans ce contexte, la nouvelle phase du programme de réforme agraire lancée en 1997 sous la pression de l’opinion publique est mal engagée. Elle souffre d’un manque de financements adéquats et d’une absence de réflexion stratégique. Elle risque donc d’aggraver la crise économique et d’accroître la pauvreté, sans pour autant résoudre le problème des inégalités foncières.
