Économie politique des budgets par objectifs en Afrique: entre faveurs et service public

Abstract: Management for results appeared before WWII in private corporations. It was then applied in public organizations and to government budgeting (Results Based Budgeting). This budgeting system was first introduced in Open Social Orders (as defined by North, Wallis and Weingast, 2009). Although several difficulties made the implementation of this system deceiving in rich countries, many international and national organizations exerted pressures to implement this approach in developing countries (limited access social orders). This second step raises the issue of transferability of institutions typical of open social orders to limited access social orders. In this paper, we examine how limited social orders are affected by this approach._____________________________________________ Le management par les objectifs est apparu avant la seconde guerre mondiale dans les entreprises. Il s’est ensuite implanté dans la budgétisation des États. Il s’agit d’une pratique apparue au sein d’ordres sociaux ouverts (selon la taxinomie de North, Wallis et Weingast 2009). Quoique les difficultés apparues dans l’application de cette approche aux pays industrialisés soient nombreuses, beaucoup d’organisations financières internationales et nationales ont fait pression pour qu’elle soit aussi étendue dans les pays en développement. Cette seconde étape pose le problème de la transférabilité des institutions au sein d’ordres sociaux à accès limité. Nous examinons la manière dont les ordres sociaux à accès limités sont affectés par cette approche.
