L’insécurité au Sahel et le contrôle des militaires par les pouvoirs civils

Abstract: Insecurity in Mali, Burkina Faso and Niger has strained relations between the civilian authorities and the military. At first, it seemed that the threat would lead to the military becoming more accountable resulting in an increase of the control by the civilian authorities (especially in terms of public finances). Since the failed coup in Mali in 2012, it seemed impossible to come to power in this way in West Africa and to stay there for long. But increasing insecurity and rising military budgets have finally led to a string of coups between 2020 and 2022. This article examines this reversal of trend, and whether a link can be made to earlier attempts at civilian control aiming at increasing the accountability of the military.__________________(Français)L’insécurité au Mali, au Burkina Faso et au Niger a tendu les rapports entre les pouvoirs civils et les militaires. Dans un premier temps, il a semblé que la menace allait conduire à rendre les militaires plus redevables et que leur contrôle par les pouvoirs civils (notamment sur le plan des finances publiques) allait se renforcer. Depuis l’échec du coup d’État de 2012 au Mali, il semblait désormais impossible de parvenir au pouvoir de cette façon en Afrique de l’Ouest et de s’y maintenir dans la durée. Mais l’accroissement de l’insécurité et l’augmentation des budgets militaires a débouché finalement sur une suite de coups d’État entre 2020 et 2022. Cet article étudie ce renversement de tendance, et cherche si un lien peut être fait avec les tentatives antérieures de contrôle civil et d’accroissement de la redevabilité des militaires.
