An Evaluation of the Foreign Student Program

Abstract:
This paper provides a cost-benefit evaluation of the foreign-student visa program. Although this program has grown substantially in recent years, there has been very little systematic study of whether the United States gains from this program. My evaluation concludes that although there are benefits from the program, there is also a substantial taxpayer subsidy to foreign students.
