Abstract: Intenta clasificar y definir las variadas políticas de gestión que han utilizado los países de la región andina, principalmente Bolivia, Colombia, Ecuador, Perú y Venezuela, para fomentar el desarrollo de sus zonas de alta montaña tomando como ámbito de acción a cuencas y microrregiones.
