Abstract:
Norway and the EU enlargement: negotiations and attitudes In May 2004 the EU will enlarge. Simultaneously, the new members will become members of the EEA. This article discusses the negotiations on the enlargement of the EEA. During the negotiations the EFTA countries were faced with tough demands of radically increasing their financial support to the new member states of the EU. The result of the negotiations made the EFTA countries and particularly Norway a significant net contributor to the enlargement process, more so than many of the member states. The article discusses the negotiations and examines factors that can explain the outcome. Based on survey data the article also demonstrates the overwhelmingly positive attitudes of Norwegians towards enlargement. Norge og EU-utvidelsen: forhandlinger og opinion I mai 2004 utvides EU. Samtidig vil de nye medlemslandene i EU bli medlemmer av EØS. I denne artikkelen drøftes forhandlingene om utvidelse av EØS. Under forhandlingene ble EFTA og Norge stilt overfor svært tøffe krav om en radikal økning i finansielle bidrag til de nye søkerlandene. Resultatet av forhandlingene gjør at Norge blir en betydelig bidragsyter til utvidelsesprosessen, og større en flere av de gamle medlemslandene i EU. Artikkelen diskuterer faktorer som forklarer utfallet av forhandlingene. Med utgangspunkt i surveydata vises det også at nordmenn flest har en svært positiv holdning til EUs utvidelse.
