Non-Proliferation through International Norms: a European Preference?

Abstract: this paper deals with military nuclear proliferation primarily because the 4tharticle of the main document of international law treating this issue, the Non-proliferation Treaty of1968, guarantees the inalienable right of all the Parties to the Treaty to develop research,production and use of nuclear energy for peaceful purposes without discrimination and inconformity with Articles I and II of this Treaty. (Art. IV.1). This the paper focuses on nuclear matters even if the European strategy evokes the larger category of weapons of mass destruction, stating that proliferation of Weapons of MassDestruction is potentially the greatest threat to our security.
